"3PQ" is structured around 4 fundamental concepts. These concepts leverage the design & construction industry's conventions to create an antifragile procurement process that assures the Owner's Project Outcome. Applying these 3PQ concepts is key to the antifragile procurement process.
"3PQ Control Matrix"
Based on a 1918 Supreme Court decision (United States v. Spearin), the Spearin Doctrine links traditional "plans & specifications" to Project Owner Risk. The 3PQ Risk Matrix demonstrates how to unhinge that risk.
